Julian E. Bagwell
Managing Director
Julian Bagwell is an expert in the utility industry, particularly in the area of strategy development. He was a key player in the United Kingdom's privatization program, working on the gas, water, electricity, airport and nuclear sales, and has continued to work closely with both newly privatized companies and regulators in the United Kingdom. He has served clients on restructuring, reform and regulatory issues in the electricity sector in countries such as France, Spain, Italy, India and Singapore. He has worked on gas sector issues in Australia, Argentina and Canada and has undertaken other privatization and restructuring work in eastern Europe and the Middle East.
Mr. Bagwell has led a number of important policy studies related to privatization and public policy on matters ranging from access to European electricity grids to the design and development of commercial accounting systems.
Formerly a partner in Touche Ross & Company Management Consultants, Mr. Bagwell also ran his own consulting practice in the Arabian Gulf. He holds a B.Sc. from Exeter University and an M.B.A. from the London Business School, and he is a fellow of the Institute of Cost and Management Accountants.
