Thomas Birdsall specializes in helping clients resolve problems and identify opportunities resulting from environmental and other types of regulation through rigorous economic, financial and strategic analyses.

He has assisted clients in the formulation of appropriate clean-up strategies and financial settlements at hazardous waste and industrial sites by analyzing the cost-effectiveness of clean-up alternatives, natural resource damages, equitable cost allocations, cash-out settlements, property damages and noncompliance penalties. He has also examined the economic impacts of proposed environmental policies and regulations, estimated future environmental and product liabilities and formulated strategies for businesses in the environmental services field.

Mr. Birdsall has published articles and submitted written comments to federal and state regulatory agencies on Superfund, noncompliance penalty and natural resource damages issues.

For clients involved in litigation and regulatory proceedings, Mr. Birdsall has provided economic and financial analysis and case management support. He has served as an expert in Superfund, insurance coverage, property damage and noncompliance penalty cases.

Before joining PHB, Mr. Birdsall served as a policy analyst with the State of California Air Resources Board, the Department of the Interior and the Department of Energy.

Mr. Birdsall received an A.B. in economics from the University of California, Berkeley, and an M.P.P. from the Kennedy School of Government, Harvard University.
