Robert L. Borlick
Principal
Robert Borlick has twenty years of experience counseling U.S. and international electric power industries. He has conducted analyses related to electric power system planning, tariff design, economics and regulation for electric utilities, government entities and other clients. Recently, Mr. Borlick advised TransPower (New Zealand) on the restructuring of its wholesale power market and ancillary services. For Singapore, he developed the trading arrangements and pool rules for a competitive power market. In Poland and Russia, he served on task forces advising those governments on the restructuring and privatization of their respective state-owned energy industries. He has also advised the governments of Uttar Pradesh (India), Victoria (Australia), Bulgaria, El Salvador and the United Kingdom on matters related to electricity sector restructuring.
Before joining PHB, Mr. Borlick co-founded the consulting firm Utility Strategies, Inc., where he assisted electric utilities with resource planning and regulatory requirements. He has held management positions within the Environmental Protection Agency, the Federal Energy Administration and the Department of Energy.
Mr. Borlick received a B.S. from the Illinois Institute of Technology, an M.S. from Ohio State University (both in electrical engineering) and an M.B.A. from the Stanford University Graduate School of Business.
