George R. Hall
Managing Director

George Hall's consulting activities focus on regulatory, privatization and competitive issues. Dr. Hall has served as an expert witness in federal court proceedings involving antitrust, mergers, patents and Superfund cost allocations. He has also been a witness in many state and federal regulatory proceedings involving postal rates, oil pipelines and the electric power and natural gas industries. He has assisted clients in many countries involved in industry privatization.

Before joining PHB, Dr. Hall served as a commissioner at the Federal Energy Regulatory Commission; senior staff advisor at the Office of Energy Policy and Planning, Executive Office of the President; deputy assistant secretary of defense; economic advisor at the Atomic Energy Commission; and economist at the Board of Governors of the Federal Reserve System. He was also a senior economist at the RAND Corporation and an assistant professor of economics at the University of Virginia. He has written extensively on government regulation, antitrust policy and energy issues.

Dr. Hall received a B.A. in business administration from Claremont McKenna College and an M.A. and a Ph.D. in economics from Harvard University.
