
Dr. Harvey also counsels clients on antitrust review of mergers and acquisitions, particularly in the energy industries, and has assisted legal counsel in investigations and litigation involving predatory pricing, price discrimination, monopolization, price fixing, exclusionary conduct and the determination of damages. He has also analyzed transfer pricing issues and gas pipeline pricing strategies.
Before joining PHB, Dr. Harvey was an economist for the Bureau of Economics, Federal Trade Commission, where he participated in numerous antitrust investigations in the oil and gas industry.
Dr. Harvey received a B.A. in economics from the University of Illinois at Urbana and a Ph.D. in economics from the University of California, Berkeley.
