Michael T. Thomas
Principal
Michael Thomas specializes in economic and regulatory policy analyses of energy and environmental issues. He has worked with clients on a wide range of complex economic and business problems in the context of commercial litigation, regulatory proceedings and business strategy development. In his work with electric and gas utility clients, he has evaluated the impact of industry restructuring initiatives, developed statistical benchmarking analyses to highlight opportunities for improved performance and assessed alternative investment decisions. He has also worked extensively with utility clients on all aspects of compliance planning to meet the requirements of the amended Clean Air Act and other emission-reduction objectives.
For clients involved in litigation, Mr. Thomas has advised counsel on case strategy and provided primary analytic support to a number of economic and econometric experts in a variety of matters and has developed economic and financial analyses of damages.
Prior to joining PHB, Mr. Thomas worked on a range of microeconomic and macroeconomic issues in the economic studies program at the Brookings Institution. He holds a B.A. in economics from Carleton College and an M.P.P. from Harvard University.
