Richard Lane White
Director
Rick White specializes in the analysis of environmental issues. He has extensive experience in Superfund liability allocation and related matters. He serves as the allocation consultant at several National Priority List sites and manages a range of PHB's environmental engagements. He assists clients in analyzing the economic impact of environmental regulations and assists steering committees with allocation, PRP identification, de minimis settlement and other allocation-related issues. He directs large Superfund contribution suits and sponsors expert testimony on allocation matters. Mr. White also provides economic and financial analysis and case management for clients involved in litigation and regulatory proceedings.
Before joining PHB, Mr. White served as an instructor of economics and microcomputer applications for Harvard University's M.P.A. summer program. He also served as a research assistant in the Office of the Secretary, Department of Housing and Urban Development.
Mr. White received a B.A. in economics, history and political science from Willamette University and an M.P.P. from Harvard University.
