Marcia E. Williams
Managing Director

Marcia Williams has more than 25 years of experience advising companies, law firms and government agencies on environmental management, regulatory and strategic issues. She has also served as an expert witness in both civil and criminal proceedings.

Prior to joining PHB, Ms. Williams was president of Williams and Vanino, Inc., an environmental management consulting firm. Before co-founding this firm, Ms. Williams was the divisional vice president for environmental policy and planning at Browning-Ferris Industries (BFI). She co-chaired BFIÕs Environmental Policy Committee and was also vice president for environmental and regulatory affairs for the companyÕs hazardous waste subsidiary.

Before joining BFI, Ms. Williams worked for 18 years at the Environmental Protection Agency (EPA). Among her positions at the EPA, she served as the director of the Office of Solid Waste and as deputy assistant administrator for the EPAÕs Office of Pesticides and Toxic Substances. She also held several technical and management positions within the EPA.

Ms. Williams holds a B.S. in math and physics from Dickinson College, where she graduated summa cum laude and Phi Beta Kappa. She has completed graduate work at the University of Maryland.
